It's like muxtape all over again, kinda.
I spin tunes at a place in Seattle every Thursday night. I'll be making weekly mixes that are 8-song snippets.

How does this work? I mean, like, how is it legal? I don't need Lars Ulrich coming after me with a broken glass formerly full of chablis.

8Tracks is a wiser and better timed muxtape in that they seem to follow DMCA guidelines (like you can't skip more than 3 tracks an hour.) Also, they obviously have a deal with Amazon, as there's an auto-link to the Amazon Mp3 store for each track. They also must have secured rights to the catalog. I don't know if 8tracks.com is a spinoff of a bigger company that has acquired rights to stream music, but I wouldn't be surprised.
The music industry may still be stubborn, but they have gave in quite a bit to the digitial world far more than they did only a few years ago. Look at the trend of music purchases, and even the music industry had to face reality at some point.
I stress this is my take on it. I don't know any inside info on 8tracks at all, and I only know a few of the DMCA rules for streaming.

Seriously it's a good thing I got folks to follow because this site is overrun with indie snobs. Try to find a playlist that doesn't have Arcade Fire, Fleet Foxes, Lykke Li or any other Pitchfork cutie. All the people I am following kick ass though!

I'm with you on that. But that is the major downside to a lot of the internet. Hence why when I find an oasis of cool people, like this forum, it is so enjoyable

I've made a few mixes and added the people I've seen posting in here to follow, I'll be checking out your stuff as time goes on. The stuff I've thrown up there is what I've got on my work computer, so it's a bit of a mixed bag. But I had fun putting it together.

It's apparently just a radio style player though...I don't think you can upload from your phone or anything, but you can listen in.

No, there is a minimum of 8 songs. You can actually select all the songs you want to upload and it will queue them up. Its pretty simple
