Not sure about gifs but there are lots of web based gif makers. I used one once but I have no idea what it was called.

Audacity is an open source program that lets you edit audio files.  I found it pretty simple to manipulate files for ringtones and such.

I use fireworks. if you just need it for a short period, you can DL a trial from adobe

Animated vs static ... not sure what this means exactly ... I've seen those gifs that are essentially two jpegs going back & forth if that makes sense...

I'd like to make gifs off of DVDs mostly, or *coff* dl'ed media.... but not sure if that macro protection interferes w/this?
