My guess is: whoever does a good job first... it's likely someone close to the Best Show.
I edit audio all the time, and let me tell you, doing a montage like this takes time and isn't easy.
Sure, it could be done in Garageband or Audacity or similar audio programs, but you better know your EQ'ing, sense of timing, and most importantly, an incredible aural memory or note-taking of Best Show history.
