(suddenly shouting) WAIT, WHAT?...(much quieter) Oooh I just threw out my back saying, 'wait what."

No idea of who or when it was, but it at least a couple of years ago.

Today I saw a "wait, whaaaaat?!" moment in an unlikely place, a post about the recent worldwide specific general localized global terror alert that was recently issued for US embassies in numerous, geographically disparate places.  Here's the post, from a consistently delightful blog: http://www.loweringthebar.net/2013/08/crazy-pants.html

And here's the "wait, whaaaat?!" moment:

"It's not completely random," said another expert of the administration's reaction, "but most people are, like, 'Whaaat?'" Other terms used to describe it in addition to "Whaaat?" and "crazy pants": "willy-nilly," "baffling," "tenuous," "head-scratching," and "who really knows, anyway?"

I really hope that the blogger didn't just make up the quote (since he fails to attribute it), and that some "official" really did say that.
