Those are called "killing cones". They're meant to keep the bird still and relatively stress-free while it's being slaughtered so the meat doesn't get bruised. The bird is placed in the cone, its head pokes out the bottom, and the butcher slits the turkey's throat.
And yes, that turkey executioner is way creepy.

The clip is from "Countdown", with some younger guy sitting in for Keith Older-man. They show what happened before the interview -- Palin doing one of those goofy "pardon a turkey" events. Incredibly, she declares herself a "friend to all creatures, great and small". Then Countdown shows that same interview clip -- but they make a hilarious attempt to blur out the more gruesome moments of the turkey molestation in the background.
