Twitter lets you check on people without friending them, like Martin said.  But I see it more as a way for wiseguys to broadcast one-liners than as an actual means for keeping track of what people are up to, which no one cares about.

Tom had better get working on getting that book deal frenzy started. The world's first Twitter novel, written by someone who actually has talent?! There's going to be a bidding war, I tell you. Hopefully Twitter doesn't have some sort of fine print that says anything you send through their website is their property.
