I liked Saxondale better, but from what I have heard, I'm Alan Partridge's oh, would it be the 2nd season? runs circles around the 1st one ... and the 2nd has to this point not been a Region 1 disk. I think I've got that right.

I've mostly heard the opposite, that season 2 was a step down.  I've never checked it out for that reason.  Does this Coogan box contain both?

It does.

I would say that Season 2 is a step down only inasmuch as Season 1 was as close to perfect as you can get. The usual knock on Season 2 (that I've heard) is that it relies more on outright farce than the first season and occasionally makes Alan a little too cartoonish. I think there's a bit of truth to that, but Season 2 is still hilarious and horrifying and 100% worth watching.
Use your head, can't you, use your head! You're on earth, there's no cure for that!

I bought this having only seen IAP and KMKY, and it's pretty great so far.  Saxondale is a classic and Dr. Terrible gave me some serious belly laughs.  Just finished Coogan's Run and moving on to Paul and Pauline Calf.

Sooooo. There was a speed networking event at my school. I won a $50 Barnes and Noble giftcard. I got a coupon in the mail for 20% off any purchase at Barnes and Noble. I am going to look for a barnes and noble card and get another 10% off. The point is, I'm getting this on the cheap!

Are there any Coogan radio bits other than On the Hour?

There are six radio episodes of Knowing Me, Knowing You... With Alan Partridge. These predate the television show, running weekly from December 1, 1992, until January 5, 1993. It concluded in July, 1993, with a seventh show, a behind the scenes feature titled Knowing Knowing Me, Knowing You.

PM me if you can't find these online.

Since someone asked, I don't think Coogan has done any radio work that wasn't Partridge-related since On the Hour.

The Cooger's live show "Live As Alan Partridge And Other Less Successful Characters" from earlier this year is now up on the Box, if anyone's interested.

This is going to sound really ill-informed but: Does Coogan do any TV without laugh tracks? I've tried a few things and found parts funny but the laugh track just has a way of turning me off to a show.
