I believe those are wacky Swedes.

The lead singer reminds of the scary guy (Bob?) on Twin Peaks.  I suspect he might enjoy hearing that.

It's confusing - it's clearly a Norwegian TV show, but they're performing the Swedish Eurovision contribution of 1984. Plus, the lead guy looks like Swedish standup comic Jesper Odelberg, who suffers from cerebral palsy.
